The Collapse of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: hopeful statements are released from multiple capitals. Considerable effort is allocated on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from across the border, a capacity enabled by timely intelligence. From observation points, defense planes that had been dispatched to intercept incoming guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from ruin and further power outages.

Persistent Threats

Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on Western support – a need that European nations are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, endure.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington functions according to a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to relinquish the territory that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its favour in the coming year.

Opposing Positions

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until conditions improve in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
